Consultation has concluded

The Town of South Bruce Peninsula is undertaking a Municipal Class Environmental Assessment (EA) and Preliminary Design for the reconstruction of Mallory Beach Road for 3.6 km from County Road 9 to Kathleen Avenue. The reconstruction will involve pavement rehabilitation which may consist of surface pulverization and resurfacing of the road surface to ensure an extended life expectancy is achieved.

    July 18, 2023 Delegation to Town Council from Mike Neumann, Planmac Engineering Inc. with relation to an update on the assessment of Mallory Beach Road and recommendations.
    October 3, 2023 Report PW25-2023 presented to Council by Director of Public Works, Brianna Collins. Council passed the following resolution:
    That Council receives for information the report "Preliminary Design of the Rehabilitation of Mallory Beach Road, South Bruce Peninsula" by Planmac Engineering Inc. dated June 2023 and as included in report PW25-2023;
    And further that Council refers any decision on capital planning to the 2024 budget process.
    March 5, 2024 Report PW07-24 presented to Council by Director of Public Works, Brianna Collins. Council passed the following resolution:
    That Council authorizes an exemption from Purchasing Policy TR17.1 that would allow for the sole sourcing of the detailed design for the Mallory Beach Road rehabilitation project;
    And that Council awards the detailed design of Mallory Beach Road from Bruce Road 9 to Kathleen Avenue to Planmac Engineering Inc. for the amount of $95,000, exclusive of HST, to be funded by the capital budget of $250,000 allocated to project #82432.

    Reconstruction of Mallory Beach Road Municipal Class Environmental Assessment

    Please be advised that a notice of study commencement was originally issued to property owners in April 2021 based on properties within the study limits indicated in the key map below. Further to consultations received for the project, this follow up notice of study commencement is provided to all property owners originally circulated for the project and those property owners that are beyond the study limits to the end of Mallory Beach Road.

    The Study

    Planmac Engineering Inc. has been retained by the Town of South Bruce Peninsula to undertake a Municipal Class Environmental Assessment (EA) and Preliminary Design for the reconstruction of Mallory Beach Road for 3.6 km from County Road 9 to Kathleen Avenue. The location of the site is shown on the attached map. The reconstruction will involve pavement rehabilitation which may consist of surface pulverization and resurfacing of the road surface to ensure an extended life expectancy is achieved.

    The Process

    The project will be completed in accordance with the approved Schedule ‘A+’ planning process as outlined in the Municipal Class Environmental Assessment Document (October 2000 as amended in 2007, 2011 & 2015), published by the Municipal Engineer’s Association. Topographical, legal, and geotechnical survey work was completed in the spring/summer 2021. The preliminary design was presented to council in October 2021.

    Public Information Materials will be posted on the Town’s website at a later date to provide an update on the Preliminary Design, Municipal Class EA process and traffic management during construction. A further notice will be sent out to stakeholders and local landowners advising of when the materials will be available and how to provide input and comments. Given the uncertainty with COVID-19, an in-person Public Information Centre will not form part of this study.
