The Town of South Bruce Peninsula has hired a consulting engineering firm to provide detailed design engineering, project management, and construction administration services for the future replacement of water main, sanitary sewer, and storm sewer, and road reconstruction of Berford Street from Elm Street to Division Street.     Please note that as of 7:00 am Tuesday, August 25, Berford Street will be closed from George Street north to Division Street. Division Street will remain closed between Berford Street and Bayview Street, meaning that Berford Street from Division Street to Jenny Street will still only be providing access for the Beer Store, The Co-operators Group and the few residences within that section. 

    Cars are required to detour via George Street, Gould Street and Bruce Road 13 (Jenny Street). Trucks and RVs are required to detour around Wiarton via Boat Lake Road, Northacres Road, and Bruce Road 13 (Jenny Street). Detour signage will be posted to guide traffic around the closure area.

    Limited access will be maintained from George Street to William Street for passenger vehicles and delivery trucks only. Patrons of the businesses within this area are encouraged to park in the alternative parking lots at Louisa Street and in the George Street parking lot as this road segment will be no exit and provide limited turn-around space. Under no circumstances should trucks or vehicles pulling trailers enter the George-William block of Berford Street.

    This past week, a critical component of the work, a realignment of a portion of the trunk watermain that feeds the water tower, was completed. This watermain replacement was required in order to clear space for all of the new pipes that will be installed in the Division Street intersection.

    The Contractor and Town are working on a plan to close the William Street intersection in the near future, as the dewatering work must always precede excavation by one to two weeks. This will involve the relocation of the traffic detour, and as such is being planned very carefully.

    Deep utilities are nearing completion after the discovery of soil contamination within the project area. Plans have been developed to mitigate and manage the contamination and work is well underway. A planned watermain pipe segment replacement on Tuesday, August 11th will require the Town's water supply to be fed exclusively from the water tower, so there may be a slight change in pressure and chlorine smell during that time.     Please note that the Berford Street-Division Street intersection will be closed as of Monday, July 6th.

    This means that Berford Street from Division Street to Jenny Street will provide access only for the Beer Store, The Co-operators Building and the few residences within that section; there will be no through access. Please use Louisa Street for parking and access to the businesses on the west side of Berford between William and Division Street. Louisa Street may be accessed from William Street.

    On March 30, the tenders for the Berford Street Reconstruction closed. After extensive advertising, only two bids were received, and both were nearly double the approved budget for the project. Upon receiving the submissions, staff and the consultants immediately re-examined the Town's budget, policies, and the proposed design in an attempt to find cost savings and alternative solutions. In the end, the costs were simply too high and we had to decide whether to re-tender the contract or cancel the project altogether. This setback has taken additional and unexpected time which has caused this delay. With the hope that we can move forward, we have re-issued the tender, which closes on May 8. Staff are hopeful that the costs will be more manageable and we can proceed with the project.

    Tender 20-16

    Sealed Bids, on forms supplied by the Contract Administrator, will be received at The Town of South Bruce Peninsula, 315 George Street, Wiarton, ON N0H 2T0 until:

    3:00:00 p.m., local time Friday, May 8, 2020

    The Work generally consists of downtown streetscaping and infrastructure improvements for Berford Street in the Town of Wiarton from approx. 50 m south of Mary Street to approximately 50 m north of Division Street (910 m). The Work includes sanitary sewer (960 m), storm sewer (1350 m, incl. 655 m of 1200 Dia. Conc. Stm.), watermain (1570 m, incl. 1185 m of 300 Dia. PVC wm), on-road parking facilities, large oil-grit separator (CDS PMSU40_30), dewatering (700 m), concrete sidewalks (5000 m2),concrete curbs (4200 m), new street lighting (entire road corridor), traffic signals (3 intersections), utility duct work, road base reconstruction (11000 m3 earth excavation), asphalt (5500 t) road; and parking surfaces and geometric improvements (all quantities are approximate).

    Provisional Work includes approx. 400 m of additional road base, street lighting and infrastructure upgrades, such as watermain, sanitary sewer and storm sewer along Berford Street from approx. 25 m south of Elm Street to approx. 50 m south of Mary Street and 100 m northerly along Berford Street from approx. 50 m north of Division Street.

    Bid Packages (documents and drawings) are available, free of charge, from the Town of South Bruce Peninsula website.

    Hard copies of the Bid Package can be obtained from the Contract Administrator at the address provided below, for a non-refundable fee of $400.00 ($358.98 plus $46.02 HST), payable via cash, cheque to R.J. Burnside & Associates Limited, or e-Transfer, etransfers@rjburnside.com (no password required, but please add 300050111.1200 to the e-transfer notification).

    All Plan Takers are required to register with the Engineer/Contract Administrator’s representative in accordance with Document A, Part 1 of the Tender Document. If a plan taker does not register as such, the bid will not be accepted. Addendums will only be issued to those that register.

    Questions will be accepted until 3:00 p.m. on Friday, May 1, 2020.

    Award is subject to Town of South Bruce Peninsula approval and subject to budgetary constraints. The lowest or any bid will not necessarily be accepted.
